The building is built, in the decade of 1890 - 1900 by the doctor George Matsopoulos, husband of the daughter of the landowner Ioannis Dimitrakopoulos, who was married to Helen Kougioumtzoglou. The doctor, since 1894, settled in Komotini and was prosecuted, during the period of the First World War, from the Bulgarian rulers of the city. In 1920, he was elected congressman of Rodopi. He was honored for his work, from the Prime Minister Eleftherios Venizelos, with the medal of the "Cross of the Order of King George I".
